Toto Picker: Generate random entries for the Toto lottery

Strategy: Pick each number uniformly at random from the set of numbers that have been picked least often. Intuitively, this generates entries that are disjoint as much as possible (an "entry" is a set of six distinct numbers), improving the odds of winning something.
